MISSISSIPPI
Governor Barbour signed legislation (
HB 1161
) which enhances the local film incentive by increasing the incentive to 25% of the base investment, 25% of the non-resident payroll, and 30% of the resident payroll. The sunset date for the non-resident payroll rebate is extended to July 1, 2014. The definition of "base investment" has been expanded to include per diem and housing allowances, the definition of "motion picture" is expanded to include projects viewed by streaming video and Internet delivery, and the definition of "motion picture production company" is expanded to include companies that produce non-traditional programming. The minimum spend is increased to $50,000. The Department of Revenue is authorized to promulgate rules and regulations.
