MISSISSIPPI
Governor Barbour signed legislation (HB 1161) which enhances the local film incentive by increasing the incentive to 25% of the base investment, 25% of the non-resident payroll, and 30% of the resident payroll. The sunset date for the non-resident payroll rebate is extended to July 1, 2014. The definition of "base investment" has been expanded to include per diem and housing allowances, the definition of "motion picture" is expanded to include projects viewed by streaming video and Internet delivery, and the definition of "motion picture production company" is expanded to include companies that produce non-traditional programming. The minimum spend is increased to $50,000. The Department of Revenue is authorized to promulgate rules and regulations.

SERBIA
A 15% cash rebate is available for local goods and services, with a 12% rebate on Serbian labor. Qualifying expenditures must be incurred prior to November 15, 2011. (The Serbian Film Commission expects the incentive to be continued for 2012.) The incentive is available to projects with a minimum local spend of €2,000,000. Applications will be accepted on a first-come, first-served basis, with no culture test. (See Serbia Film Commission.)

UNITED KINGDOM
Chancellor of the Exchequer, George Osborne, presented the 2011 budget including continued support for film tax relief. The Government will "renotify" film tax relief to the European Commission as a "state aid." The relief is approved by the Commission until 2012. "Renotifying the relief will help to secure its future." (See HM Treasury's Overview of Tax Legislation and Rates.)
