Canada - Correction

In our January 13 newsletter, in reference to Canada's Ontario Production Services Tax Credit (OPSTC), language erroneously stated that the incentive was newly introduced. In fact, the enhanced "all-spend" OPSTC has been in effect since 2009. We apologize for any confusion this may have caused.

ALASKA
The Alaska Film Office (AFO) has developed revised film tax credit verification procedures for CPAs wishing to perform verifications. These Agreed Upon Procedures (AUP) and associated guidelines will be required for all verifications submitted after February 15, 2012. A signed statement from the preparing CPA attesting to compliance with these methods will also be required.

By February 15, 2012, participation in an AFO CPA training session will be mandatory for all CPAs performing film office verifications for the film office.

OREGON
Amended administrative rules now require the following to claim the Greenlight Oregon Labor Rebate:
  • Payroll quarterly reports must be submitted to the Film Office clearly noting a week ending cut-off date that exactly matches the end date on the quarterly reports (OQ and 132 forms) that are submitted to the Department of Revenue.
  • Payroll companies that are only working with commercial productions (not features or series) may file all the quarterly reports at year-end.
  • As before, the report that comes to us needs to include the following: Employee's Name, social security number, address, work state, wages, withholding
  • It is only necessary to file for those production or commercial companies that are actually applying for the Greenlight program rebate.

WASHINGTON
Washington Filmworks has launched Take 2, a new legislative blog and information resource for all things related to renewal. As the 2012 legislative session began on Monday, January 9th they continue to work with an economist and political strategist in an effort to restore their incentive program.
